PMC manages and leads retail development programs for retailers, restaurants and investors — running the people, partners and processes responsible for turning growth plans into successful openings.

Finance. Operations. Marketing. Human resources. Each has dedicated leadership, defined processes and executive accountability. The system responsible for deploying significant capital into physical locations — and opening them on time — often does not.
PMC exists to close it.
A useful starting point for any organization running a retail or restaurant development program.
1. Are our store openings predictable?
2. Where do we repeatedly lose time or money?
3. Are the same problems happening project after project?
4. Who sees the development program end to end?
5. Is the system measurably improving — or simply completing projects?
If any answer is unclear, there may be value hiding inside the system.

Every group can be doing its individual job while the overall program is still struggling. Someone needs to see the complete picture — across every phase, every team and every decision.
Who owns the complete development system?
That question is worth asking before the next project begins.
Problems usually begin upstream — in decisions that weren't made, information that didn't travel, and handoffs that weren't clean. By the time an issue reaches construction, the least expensive options may already be gone.
The job site is often where the problem becomes visible — not where it began.

Before PMC recommends anything, we listen and evaluate. We look at the existing organization — people, partners, processes, roles, performance and accountability — and determine what the program actually needs.

The objective is the right development organization and operating structure for the client's needs and growth plan.
When more significant change is necessary, PMC will say so.
PMC gives people the opportunity to succeed. But our responsibility is to the client.

The engagement fits the need. The leadership standard does not change.
01 — CORE ENGAGEMENT
End-to-end owner-side leadership across schedule, budget, design, procurement, construction, opening and risk — from the first meeting through the final walkthrough.
02
Experienced PMC professionals integrated directly into the client organization to fill specific leadership or capability gaps — operating as part of the program, not simply filling a seat.
03
Experienced operator perspective for senior leadership when the question sits above day-to-day project execution — assessing whether the organization is structured to succeed.
Some organizations don't need PMC to lead day-to-day execution. They need an experienced outside perspective on whether their development organization can support the growth plan — before committing additional capital, expanding the program or accelerating growth. That is Executive Advisory.
PMC does not offer a standard package. Every engagement begins with understanding what the organization actually needs.
PMC represents one client on every engagement: You.
PMC manages or provides executive visibility into the people, decisions, budget, schedule and risk that determine whether a development program succeeds.
Right people. Right roles. Right accountability.
Disciplined spend. Clear schedule visibility.
Issues surfaced early. Decisions made at the right level.
Most programs teach something important. The question is whether the organization captures it, acts on it and builds it into the next project. PMC does.
Better information. Better decisions. Greater cost certainty. More predictable openings. A stronger next project.
PMC does not simply complete projects. We help clients improve the system that produces them.

If the development program is a meaningful part of the business, it deserves meaningful leadership.
Growing organizations that need experienced development leadership to execute growth plans consistently.
Teams that need leadership, additional expertise, stronger process or additional capacity.
CEOs, CFOs and COOs who need greater visibility and confidence in development performance.
Firms that need an independent view of whether the development organization can execute the growth plan.
Every conversation starts with understanding the organization — not presenting a solution.
A retail investment does not stop when the transaction closes. Capital continues to be deployed through real estate, design, permitting, procurement, construction and store openings. PMC brings an operator's perspective to whether the development organization can execute the growth plan.
PMC evaluates the development platform behind the investment — people, organization, processes, partners, cost performance, schedule performance, quality, reporting, governance and scalability.
Once improvements are agreed, PMC can help implement the organization, governance, processes, procurement, cost controls, schedule controls, reporting, accountability, communication, quality standards and continuous improvement required to execute at scale.
Assess the system. Agree on the changes. Execute them. Measure the improvement.
PMC was built by two executives whose careers span multiple sides of the development business. That breadth of experience shapes every engagement.

40 Years
Chris brings 40 years of experience across retail design, architecture, in-house brand leadership, general contracting and program management. His career has spanned both the design and architecture side of development and the construction and delivery side, giving him a complete view of the development lifecycle from concept through opening. That dual fluency allows him to identify where plans break down in execution and where execution fails to honor the design intent. He approaches every engagement with an owner-side perspective — understanding what is actually at stake when capital is deployed and schedules are set. The result is counsel grounded in how complex retail and restaurant development actually works.

Tom Dougherty
Principal

35+ Years
Tom brings 35+ years of experience leading complex development programs across retail, restaurant, hospitality and entertainment. His career has been defined by a focus on governance, risk, execution and predictable delivery — building the operating controls and accountability structures that allow large-scale programs to perform. He has managed multi-unit programs at executive level, overseeing program structure from strategic planning through construction completion. That experience shapes his approach to every engagement: establishing the right oversight mechanisms, surfacing risk early and holding the system accountable to cost, schedule and quality commitments. He brings an executive-level discipline to how development organizations are built and run.

PMC's principals share their perspective on retail development, organizational leadership and what separates programs that perform from those that don't.
Why retail development programs fail — and what executive leadership actually changes.
The real source of development failure isn't on the jobsite. It's in the system upstream.
If your development program can't answer these questions clearly, the risk is already present.
